Croatia´s Disability Policy 

There are around 530 000 disabled people of which 320 000 males and 210 000 females (approximately 12% of the total population in Croatia). Law says that disabled people have same rights as people without disabilities. Law also says that people that have disabilitise deserve to get help from an assistant or a chaperone. The most common types of impairments are mobility impairments and impairments of other organs and organ systems. Males have a greater prevalence of all types of impairments other than congenital impairments. In particular, there is a notable difference in prevalence between the sexes for mental disorders, mobility impairments and autism.

The Justice System 

All citizens should feel that laws are reasonable and relevant, that the justice system is there for them, and that it is effective and ensures compliance with their legal rights. Discrimination of the disabled is forbidden and punishable by the law, but unfortunately Croatian law system is very slow.

 

 Transportation

Having the possibility to travel without obstacles is of vital importance to people with disabilities. Unfortunately transportation in Croatia is not yet completely adapted to the disabled. Only airlines have adapted their services to the disabled, but our national railroad company and most of the bus operators didn't do that.There aren’t strict rules for entering or exiting cars, buses, trams, trains because it is determined by its design. Here are some general guidelines for you: - when entering and exiting means of transportation, always use the front doors; - approach the vehicle door so that your partner can easily find the handrail with his free hand; - walk in a line when using stairs, or passing between seats; - when reaching an empty seats, take a seat first and let your partner follow you.

General inaccessibility means that people with functional disabilities do not have the same opportunities as others to participate in community life. The legal system of Croatia for persons with disabilities is implemented through 250 laws, sub-acts and decisions, as well as applicable international documents.

Sweden's Disability Policy

About 1.5 million people in Sweden have a disability of some kind. The principal goal of Sweden’s disability policy has long been to ensure that people in this group have power and influence over their everyday lives. However, there is a law that says that disabled people have the right to recieve sport and service. If they do not get help that they need if they have not recieved the help that they need from the hotel they then have the right to go to court and sue them.

The Aim: Equal Opportunities

General inaccessibility means that people with functional disabilities do not have the same opportunities as others to participate in community life. The Swedish Government is working to overcome this problem in various ways.

 

Modification to Housing

​People with disabilities can apply for municipal grants so they can have their accommodation modified. This may involve having doorsteps removed, support rails mounted, doorways widened, automatic door openers fitted, or special elevators installed. Such grants cover all types of disabilities, including mobility disability, impaired vision, mental disorders and allergies.
